Computer mouse locks ...on boot up

Hi All , Have just joined today ...this wonderful world of computing

Have a windows 7 set-up ...on boot up the mouse locks the computer

Have done all the normal things ... changed mouse and ports front and back

but still the problem persists ... would welcome any help
