Noticed today as an Optional Update on my remaining W7 PC - Start Installing Newest Version of Windows (2,845.9MB)
Used this (it's only an .exe file) to Disable Operating System Upgrades & it now no longer appears. It can also 'control' the Get Windows 10 icon.
