I've been using Vivaldi sometimes and it doesn't have a built-in option to open a link in a new tab next to the one you're using - the new tab opens at the end of the row regardless of where the tab originating the link is. There's an extension which allows you to open the new tab next to the existing one -SimpleTabOrder:

You have to set it in the extension's options to where you prefer - probably 'position right of current tab' - and it seems to be working fine so far.
