...cannot be named for legal reasons...

Why not? This usually refers to somebody who is under 18, but over 10 years old who has committed a crime. The age of criminal responsibility in Wales and England is 10 years old, so why can't young people aged 10 - 17 be named if convicted of a crime, either because they pleaded guilty or were found guilty by a jury? I wondered about this after a lad of 15 was jailed for life today after being convicted of 'inciting terrorism'. I think the decision of whether or not to name a perpetrator should be up to the discretion of the judge in the case and I'm not really concerned over naming youngsters who commit minor infringements, rather of those who pose a risk to other people.
