The reason why my brother in law is much faster than me

I haven't chatted to my Brother in Law for a year ,He live on the Old main road about 10 minutes walk from the Telephone Exchange (same road) almost half a mile distance. and its rutted with potholes, yet he is on the same deal with TalkTalk as myself same router also home plugged .Now you'd imagine he'd be getting the same speed as myself 3 Mbps? (Lows 4's)
But he tells me that His connection is running @ 7 Mbps average! My 'Best ever" was an hour @ 6.4 Mbps many years ago!

I am 2 miles distant and on a "branch" off the Main local Trunk cable
But my Brother in-law has the Main Trunk cable link passing in front of his doorstep!
Therefore, is it logical to say these subscribers will always have the fastest connection in the district?

The only way I could beat this is to use my broadband within a stones throw of the Exchange and get better than 10 Mbps connection perhaps the whole lot (Up to) 16 Mbps? And, there is only a handful of properties with this special location (and speed properties) Have to take an educated guess @ the routing between Exchanges, and the Exchange location itself
to collect the 2nd prize (faster than the reported average speeds)
