Allow it (Install) even if you have got it OK?
then It will Launch into the Get Windows 10 Ad promo, and the White flag icon will be deposited in the task bar

If you have still not had the offer by August 11th/12th (August Update Tuesday) than there must be a technical ruuning spec issue on your PC
Still I think MS will post a direct URL once the Launch day has passed
