Windows Boot timer.

As the regs know - I'm not one for recommending software wily nilly unless there is a particular reason for it, and even then only if I can vouch for it myself.

Well this one has proved very interesting....

First - Usual warnings - give it all the usual checks ... To the best of my ability - It doesn't appear to be full of PUPs - or anything worse.
It will however offer to help speedup your boot time and will offer links to yet more software.
IMHO - Don't be tempted ... just see the tool as a timer - not as a solution.

What is does (very well) is time the windows startup.
It's consistent ... and it records details of each startup - so you can compare results.

It's not a magic bullet or anything on those lines ... Taken at face value it's a method of consistently timing startup ... it's useful for that alone ... and might help you get your head around what's "normal" for your machine under day to day conditions.
I have it running in a VM of win10, the machine seems to vary only by about 10 seconds ... and it's pretty consistent
and you can see the variances that updates and installs may or may not make.
I've had it running since Sep 29.
