Windows Update Problem Windows 7

I have just returned my Desktop PC to Factory Setting in readiness for Windows 10 Update ,Then I have run Windows Update including S P 1 as the updates load O K, and as a matter of course the P C reboots as and when required . The updates run to about 75% of total then when P C reboots it reboots in SAFE MODE I am assuming one of the updates is corrupt Can any one suggest a cure for this problem please
