According to MajorGeeks, you can download this new version of Opera from their site. This isn't available yet from Opera's site or via the browser, although it's likely that its official release is imminent. Being slightly sceptical, I decided to see what would happen if I tried getting the new version from MajorGeeks, so I downloaded the installer (only 671 KB) from them and - guess what? It would have installed the current version, 30.0.1835.125 if I'd run it! I'll just wait until the browser updates itself!
