Since the WWE feels so compelled to continue to use $9.99 in promos and commentary, why not do the unthinkable and make a masked $9.99 character?
Yes it's stupid, but the WWE has done some stupid things in the past. Create the character in the WWE colors. Put a $9.99 on his chest and have him go up against the lowest of the low on WWE's roster. The guys who aren't even being used, or local jobbers. Give someone with a good physique to play the character.
